Tuesday, Oct. 27

Fruita City Council workshop

Tuesday, 6:30 p.m., Fruita Civic Center, 325 E. Aspen Ave.

This is a workshop, so it is for discussion only. Council will take no votes. The agenda has three items.

First, from 6:30 to 7:30 p.m., Curtis Englehart of the Grand Junction Economic Partnership gives an annual update. Fruita contributed $15,000 to the partnership in 2026. The partnership reports 224 primary jobs created or retained in 2025, at an average annual wage of $68,344. It also reports $202 of economic impact for every $1 invested, and total reported economic impact of $194,872,443. Those are the organization's own figures, and council is not being asked to act on them.

Second, from 7:30 to 9:00 p.m., council reviews the proposed 2027 budget and requests from outside agencies. In the first half hour, staff is asking council for direction on how to proceed with the 3rd of July event in 2027. Then council turns to outside agency funding. The draft budget currently holds $48,000 for these requests, plus another $9,000 for the Colorado West Land Trust in a separate budget line, for $57,000 in all. The city received $64,600 in requests:

  • Fruita Area Chamber of Commerce: $30,000, unchanged from last year.
  • HomewardBound of the Grand Valley: $13,000. This is a new request. The nonprofit runs a 112-bed shelter at 562 29 Road in Grand Junction.
  • Colorado West Land Trust: $9,000, unchanged.
  • Grand Valley Pets Alive: $8,000, up $1,000 from last year.
  • One Riverfront: $4,600, unchanged.

In its application, HomewardBound says guests stay an average of 60 days and that its cost per bed per night is just under $50. It asks local governments to provide about 20 percent of its operating funds, phased in over two years.

The packet makes no staff recommendations. Council's feedback will shape the next draft of the budget, which goes to its first public hearing at the second regular council meeting in November. Final decisions on agency funding are due by Dec. 1.

Third, at 9:00 p.m., council will hear a request to proclaim November 2026 as National Hospice and Palliative Care Month. Nichelle Chandler of Hope West would accept it.

Mesa County commissioners

The commissioners' regular Tuesday administrative hearing is canceled. Other items on the county's posted schedule include a 12:00 p.m. Board of Human Services session, a 1:15 p.m. weekly briefing and agenda review, and a 2:15 p.m. annual meeting with STRiVE. At 4:00 p.m., commissioners have a Landfill Rate Study Briefing.

At 3:00 p.m., commissioners hold a special meeting that goes into executive session for legal advice on pending litigation handled by outside counsel. Executive sessions happen behind closed doors.
