While it is a lighter week on the local government calendar across the Western Slope, several significant spending decisions are still on the docket.

Garfield County commissioners will weigh nearly $600,000 in added jail funding and a state lease for county-owned Ruedi Reservoir water. In Mesa County, the board is expected to vote on a $2.2 million HVAC replacement for the Justice Center, while the Board of Public Health reviews its mid-year finances.

Garfield County Commissioners

Monday, Aug. 10 • 8:00 a.m. Garfield County Administration Building, 108 E. 8th St., Suite 100, Glenwood Springs

The biggest items on Monday's agenda center on the Garfield County Jail, where staffing and inmate healthcare remain among the county's fastest-growing operational expenses. Sheriff Lou Vallario is requesting nearly $600,000 in supplemental funding to manage these increasing costs.

The request breaks down into $267,000 for employee overtime and $325,000 to expand the county's medical services contract with CorrHealth, primarily to cover temporary and traveling nurses amid ongoing staffing shortages.

Commissioners will also hear a work session presentation outlining Colorado's updated jail standards. While no action is expected on the presentation, it will provide the board with an overview of future operational requirements.

In water policy, the board will consider a proposal to lease 170 acre-feet of Garfield County's stored water in Ruedi Reservoir to the Colorado Water Conservation Board to assist with statewide water management.

The consent agenda includes several land-use approvals:

  • A gravel operation northwest of Parachute
  • Lodging and a community facility at 7W Christian Ranch near Gypsum
  • A storage use permit near Carbondale

Additionally, County Treasurer and Public Trustee Carrie Couey will present the second-quarter Public Trustee report.

Mesa County Commissioners

Tuesday, Aug. 11 • 9:00 a.m. Old Courthouse Public Hearing Room, 544 Rood Ave., Grand Junction

Mesa County commissioners are scheduled to vote on two notable infrastructure contracts on Tuesday.

The largest is a $2.2 million agreement with Comfort Air of Grand Junction to replace the aging rooftop heating and cooling units at the Mesa County Justice Center, representing a long-term investment in one of the county's primary public facilities.

Commissioners will also review a $266,766 engineering contract with Bohannan Huston Incorporated to design the MM-36-E.73 bridge replacement project, moving another transportation improvement closer to the construction phase.

The consent agenda includes an intergovernmental agreement with the Town of De Beque to continue planning and land-use support services. No land-use hearing is scheduled this week; the next hearing is set for Aug. 18.

Mesa County Board of Public Health

The Board of Public Health will conduct its mid-year financial review on Tuesday afternoon to gauge whether programs are on budget heading into the fall.

Current financial reports project a $608,471 revenue shortfall for 2026. This gap is partially offset by $401,266 in expenditure savings, resulting in an anticipated $106,484 use of the department's fund balance.

Board members will also hear executive director updates, review the June Strategic Performance Evaluation results, view a clinic presentation, and get updates on the UpRISE Student Projects. Two executive sessions are scheduled to discuss an intergovernmental agreement with Mesa County and the retention of conflict counsel.
